These statutory requirements form part of the Hallmarks of Effective Partnerships. The Hallmarks represent the key aspects of partnership working that underpin effective delivery though partnerships. The six Hallmarks of Effective Partnerships are:
- Empowered and Effective Leadership
- Visible and Constructive Accountability
- Intelligence-Led Business Processes
- Effective and Responsive Delivery Structures
- Engaged Communities
- Appropriate Skills and Knowledge
The Hallmarks are detailed in guidance published by the Home Office in October 2007 ‘Delivering Safer Communities: A guide to effective Partnership Working’. This guidance includes many examples of good practice from partnerships in the South East.
Within this, there is specific guidance on requirements in two-tier areas, and the relationship between the District CDRPs and a county-level strategy group.
There is also now a requirement for each partnership to produce an annual Strategic Assessment in order to inform the Partnership Plan. Requirements for CDRP Strategic Assessments are detailed in the Home Office Produced toolkit for Developing a Strategic Assessment.
GOSE’s role
The Partnership Performance Manager at the Government Office for the South East leads on providing support and guidance to the CDRPs within the South East on the implementation of the Hallmarks of Effective Partnership Working and monitors the success of partnerships in implementing the hallmarks.
