Safeguarding: the National Picture

The Education and Inspections Act 2006 created the new Office for Standards in Education, Children’s Services and Skills, which from April 2007 took on the responsibility for regulation and inspection of children’s social care.

From this date Government Offices assumed responsibility for:

 

  • ongoing engagement, support and challenge work with local authorities, children’s trusts and Local Safeguarding Children’s Boards (LSCBs)
  • follow-up to inspection and performance assessments
  • intervention
  • follow-up recommendations and action plans from serious case reviews
  • other improvement cycle work

LSCBs were established in every local authority from April 2006. They work to ensure that local organisations co-operate effectively to safeguard and promote the welfare of children and young people. LSCBs include representatives of local authorities, health bodies and the police.

 

LSCBs will safeguard and promote the welfare of children in their area who are in need, provided this is consistent with the child`s safety and welfare. They will promote the upbringing of such children by their families, by providing services appropriate to the child`s needs. They will also make enquiries if they have reasonable cause to suspect that a child in their area is suffering or is likely to suffer significant harm.
